I read that, thought “It is good but it cannot possibly be the definitive best OST” and then just kind of gave up on debating with myself over it mentally after about 10 minutes.
But to answer your question… the community. 110% the community is what went wrong with Undertale.

and undertale’s ost tends to stand out because it’s more of its own character by design, whereas most other game soundtracks are environmental or meant as background music to accent emotional scenes rather than something designed to be heard front-and-center (kind of like how movies tend to use music these days).
