One regiment that is fighting in the wastes outside the hive, they arrived at half strength due to the fickleness of the warp and haven’t the manpower to spare for incursions into enemy territory. The Arbites probably pulled people from across the local sector just to have at most a few 4-man units. Most sytems wouldn’t more than a handful of actual Arbites. Who are the Emperor’s chosen? I don’t see any space marines. And I suppose there’s the PDF as well, but a lot of them are also succumbing to the diseases and they are trying to hold their territory as best as they can.
The main point is that Atoma is still kinda strapped for loyalist manpower.

We’re not doing a great job because we leave immediately after achieving the objective without actually clearing out or securing anything. The enemy literally just turns the systems we turn on back off, recaptures what we captured, poisons anything we’ve cleansed and immediately rebuilds the same thing in the exact same place immediately.

I gave a good example from a time period of history I am interested in. that happened to be black while mentioning all women and women of color because they had unique experiences. doesn’t mean its “a class and power struggle because of racism” that is a stretch and I would like it if you would not cherry pick an ideology that is negative and (in my opinion not 100% true) just to put a negative connotation on my attempt to clarify

The general gist of the missions is that we clear out the heretics/complete a vital objective & then leave, allowing the garrison forces to show up and “hold”. The Wolfer vox comms on the smelter mission suggest that they are assaulting another part of the factory bastion and they eventually call a retreat.

I think it’s because they’d have to fit almost all the existing cosmetics to new faces, like cybernetic eyes and stuff. It’s work they don’t wanna do (really not that much work though, just tedious work). Arbites can have more faces because they dont have any cosmetics. Hive Ganger will probably be the same

So based on the current battle situation, neither the rebels nor the loyalists can fully control any level of the hive city. This might explain why there are still gang members fighting against heretics.I thought the local gang had already perished along with the underhive when I was playing the water purification mission.
You can still be criminal and not entirely traitorous. Sure you’re commiting crimes against the office of the Emperor’s duly appointed representative, etc. etc. but a lot of things are swept under the rug in an environment like a hive city unless capital C Chaos is involved.
I guess if they have been caught by Rannick and have been given an ultimatum then it kinda works. Dunno. Just seems weird IMO. I’m sure they can explain it away however they want
