[FSR3 is Bugged] FSR 3.1's Frame Generation isn't visually working under normal conditions

Issue Description (Required):

Reported framerate is higher but visually nothing is smoother. (It reports 100-120 FPS but still appears to be much lower like 50-70 on a 144hz monitor)
I know it’s bugged due to going down to last wound (grey tone visual starts becoming a thing) and it suddenly started working, it was VERY noticeable how much more smooth it got.
After that mission it went back to not being smooth despite being the same framerate.
This is obviously without any AMD tech to force smoothness (amd fluid motion), this is on a Nvidia card.

When it’s smooth from being on last wound, the tab overlay also causes the game to not be as smooth.

I do hope this can be fixed as I was hoping for this feature for a long time to make this game more enjoyable and was one of the reasons I stopped playing was the performance.

Attempted Solutions (Optional):

Attempted to use V-Sync, numerous FPS locks, and unlocks. Windowed, Fullscreen, Borderless, restarting the game.

Reproducible

It visually doesn’t work until a screen effect that works takes hold. I found the last wound screen effect CONSISTENTLY allows Framegen to work but every other effect degrades the visual frames.

I think the previous patch (yesterday) turned on AMD stuff like FSR by default. I know my game ran like a powerpoint presentation at first.

If you have an Nvidia card turn it off anything AMD related in the in-game Display settings. By all means then play around with the NVidia stuff such as DLSS.

I think I read that today’s patch fixes that, but IDK.

It was enabled by default. But that’s not the point of this post.
My issue and what others are discovering is it’s not working properly. It’s generating frames that aren’t visually being seen in most situations, specific screen effects enable it, or disable it visually.

I can consistently go into a mission with FSR Framegen on. It looks like 60 fps on a 144hz monitor despite it being reported at 120 fps. I blow myself up numerous times to get to my last wound so I get the screen effect.
FSR Framegen suddenly starts actually working and the game visually matches the reported framerate.
It’s bugged and the hotfix hasn’t fixed it.

And I am confused on when they’ll fix it as the feature is a paperweight currently and does nothing of value other than trick people into thinking their fps is higher but they are actually rendering lower frames.

I’ve reported a similar bug, it seems some visual overlays cancel out the visual effects of frame generation. For example activating a red/yellow/blue Stimm will cancel out frame generation for the duration of the Stimm. It’s hard to guess exactly what’s going on but from what I’ve seen, the presence (or perhaps absence?) of some visual overlays can prevent the newly generated frames from displaying properly.

Apologies then. I just assumed that AMD tech was designed for AMD hardware, I didn’t realise you could run FSR3.1 on NVidia hardware.

Unsure of which logs include FSR 3’s framegen being on while playing since I’ve had it off when I found out this issue, so I did a little run with it on.

This is the logs with FSR Framegen on, and the mod Solo Play so I didn’t inconvenience other players with me starting a mission and purposefully going to one wound more often.
Included the launcher one too just in case it had anything relevant.

Unsure if the mod messes with the log’s results, if it does I can just play a lower difficulty mission so it’s not as much of a hindrance.

I hope the issue gets found out and resolved, as my boyfriend was hoping to be able to play this on his laptop or steamdeck after traveling and the Frame generation feature would be helpful.
