FSR3 Frame Generation generates framerate surpassing Nvidia Control Panel cap, causing extra power use

After the FSR3 frame generation feature was added in the Unlocked & Loaded update, I tried it, and it worked great, similar to how the DLSS3-to-FSR3 frame gen mod performed, but it’s generating frames much higher than what I need.
I tried capping framerate of Darktide to 90fps in Nvidia Control Panel and it was somehow still running at up to 120fps, bypassing Nvidia Control Panel’s frame cap (I capped to 60fps in game). Is there a way for me to limit this without forcing the game to run in lower native fps?

Ideally, I want to run my game at 60fps native then use frame gen to get somewhere around 80fps, but right now the only way for me to achieve that is to run the game at 40fps native which causes screen tearing that I cannot fix even by turning v-sync on.

It also needs to be known that many screen effects and sometimes default behaviour breaks FSR3’s Framegen visually rendering properly. (Higher FPS rendered but lower FPS visually).
Injecting a stim, tab menu overlay, other similar effects break the interpolation when the player suddenly has it working from going down to 1 wound.

So you’re getting extra fps that doesn’t even show up visually. Making the feature overall useless and placebo to players not adept at noticing it.
