If it is an action that a human cannot do, yes it is a cheat.
Like if you use a macro to launch stratagems in helldivers 2.

But the main problem is that you don’t accept what fatshark defined as totally acceptable.

Because they’re contradicting themselves, as you did.
The whole “It’s PVE so it doesn’t matter” take is silly, even if an FS dev says it.
