You can see the Vulture’s Dodge buff active in the bottom. No mods whatsoever loaded. Both regular attacks and rager attacks hit me in this clip:
Steps to Reproduce (Required):
1.) Play any mission as Hivescum with Vulture’s Dodge allocated
2.) Critically shoot any enemy to trigger Vulture’s Dodge
3.) Get hit by ragers/any other enemy
4.) Cry
