Some enemies and attacks do not trigger On Dodge blessings and talents

Issue Description (Required):

The most notable enemies that have difficulty triggering On Dodge blessings and talents are Ragers and Bulwarks, though there may be other edge cases. All Rager attacks will not trigger these effects. Bulwarks will only trigger the effects when you side-step dodge, not when back-peddling.

Steps to Reproduce (Required):

  1. Try to dodge Rager or Bulwark attack
