Issue Description:
When I use the Voice of Command talent, I frequently do not hear any SFX from it. Neither a sound of the “Whoosh” or whatever, nor my character’s voice line for it. I frequently think that it didn’t actually trigger because it was completely silent.
Steps to Reproduce:
It’s not reliable, I think sometimes if someone’s other voiceline is happening I don’t hear it, but sometimes it happens when there’s no one speaking either
