Voice of Command missing sound effect

Issue Description:
Veteran’s Voice of Command ability is missing the sound effect that plays when you activate it outside of the Psykhanium. The FWOOSH sound effect plays in the Psykhanium, but not in an actual mission.

Steps to Reproduce:
Be a Veteran, use Voice of Command, shed tears at lack of any sound aside from the voiceline.
