DoW and TWW are not sandbox… You have a clear goals that you must achieve there. There is also Battlesector and some card games from WH4k. And probably much more games I do not know.
I’ll also throw in the older game “Mark of Chaos” which one can buy and play from Good Old Games.
As far as I recall from playing it years back you could play, for evil factions, Chaos, Greenskins and Dark Elves.
