There are both types or players and level doesn´t mean much. I´ve seen a lot of level 30 players sucking hard on malice, meanwhile i´ve seen a bunch of level <30 players performing well on heresy.
The game normally locks malice on 3, heresy on 6 and damnation on 12, unless it´s somehow buggy it seems. And yeah it´s doable at those points. I personally jumped onto malice at level 3 with each class or played and finished my first heresy run on level 10, meanwhile the highest level in the run has been level 18.
It´s just up to the player behind the screen and of course teamplay.
Also this “issue” will solve itself, because more and more players will reach max level at some point.
And just as a sidenote… i get your point, but even if i take into account that 99% of all players can´t hold their weight, your level-suggestions aren´t good next to damnation maybe. Sedition is a joke and uprising is definately once you got your level 5 toughness trait. At this point poeple SHOULD move on, otherwise they don´t learn anything. They just outscale uprising pretty fast and at level 15+ they clearly outscale malice weapon- / feat-wise.
It might be played comfortable, but they don´t learn anything facerolling the whole map with a bit of “pewpew”. This lasts in all the level 30 players opening threads that “heresy / damnation” are unbeatable without premades, certain setups or yes, even moaning about low levels… meanwhile they´re not as good on their own as they believe. (No offense…)

You have no way of knowing it, and should not take my word for it ofc, but I’m actually a very good player (Jebus forgive my sins!) and extremely team oriented. Maybe too much so because I despise people actively and selfishly working against the team, 90% of lowbies in max diffs fall into this category. That’s the place I’m coming from, but you seem so blinded by your own frustration that you can’t see it.

ive seen some people say even damnation is easier than it would actually be for the kind of characters we play, especially against enemies like the beast of nurgle.
I have no frame of reference, I know very little about 40k, but I can’t imagine a Beast of Nurgle being any more pathetic than it is. What a non-threat.

Feel free to post some of your own gameplay so we can see how leet pro and team oriented you are. Really all you gotta do to be a team player in this game is get good at throwing grenades across the map at someone if they get pounced by a hound then go back to picking up plasteel. Pretty easy.
Best I can do is run ahead of the team, screech at them on voice comms when I go down, then ragequit as soon as they save me so they don’t even get a bot instead.
