Steam stuck on Installing script for microsoft.net framework

When I go to launch the game through Steam, I get stuck on:
“LAUNCHING
Running install script (Microsoft .NET Framework)”

I’ve completely repaired my .NET framework installation both by installing the aspnet thing and by going to control panel and letting Windows do it automatically. This worked for me last night and I able to play, but now I’m getting stuck again and the fix does not work.
I’ve tried repairing EAC too
I’ve tried going to the file directory and using the different launcher executables

Your logs show a Deadlock type crash is occurring, with some unusual references to ‘sce_pad’ - do you have a PlayStation controller connected?

If so, can you please try disconnecting the controller and let me know if the issue persists?

its baffling that that was the problem, we spent an entire evening trying to fix it haha
