Skullcrusher stops working when target leaves staggered state

Issue Description: The damage-increasing debuff applied by the “Skullcrusher” blessing does not work when it is applied to a target and that target subsequently leaves its stagger state, even though the duration of the debuff has not expired.

Steps to Reproduce: Hit an enemy to apply Skullcrusher, wait for him to recover from stagger, and then attack again. The bonus damage from the Skullcrusher debuff doesn’t apply.

Initial heavy attack from the shovel does 981 damage. Second Crusher is first hit a few times to apply Skullcrusher, then struck with another heavy attack after it leaves stagger state but within 5 seconds. Heavy attack still does 981 damage, no bonus damage from the debuff is applied.
