Question about blessings skullcrasher

The blessing skullcrasher states: Skullcrusher. Target receives 1-4 Stacks of 5% Damage on Stagger. Lasts 1-5 second.

How I interpret it should mean the moment i stagger the enemy he also gets x% extra amount of damage and also taking it from outer sources for the duration of the debuff. But knowing fatshark not being always accurate in their description it could mean something like bulwark used to work in V2 where the debuff starts from all the damage received subsequently to the application of the debuff.
If someone is able to clarify for me i would be very thankful.

This is mostly from Discord discussion and personal experience, so take it with a grain of salt, but this is my understanding of the blessing.

When you stagger an enemy they receive X stacks of the debuff depending on the tier of the blessing. Subsequent attacks on the enemy will do an extra 5% damage per stack that has been applied. You can keep stacking the debuff up to a max of 8 stacks (+40% damage) regardless of the tier of the blessing. I do not know if team mates also deal more damage to the debuffed enemy or if the effect only applies for the one who applied it.

Noticeable for being clearly strongest blessing on Crusher and Paul, since their special attack staggers almost anything and holds enemies down long enough to consistently get more special attack follow ups it can significantly speed up the TTK on beefy targets for those weapons. I believe it’s also considered one of the best blessings for bully club, though that weapon definitely can’t stagger big targets as reliably as Paul or Crusher.

You can use your bull charge for staggers on Crushers and stuff too, and I think bleeds apply/refresh it as well.
It’s a debuff to the mob making it take more damage from every teammate, like Brittle, making it much more valuable. Any mechanic that debuffs mob is great, Skullcrusher is my fav.

P.S. LUA code says max 8 stacks, not entirely sure how it works.
I can’t quite figure it out and I haven’t seen much clarification, but assume 1 consistent tier application e.g. 15% at T3 for argument’s sake.
