Scaling damage based on number of enemies is broken

The diminishing damage system wherein enemies do more damage when by themselves is completely broken. Almost every non-boss and non-SV/CW/Bestigor/Wargor is impacted by this bug, wherein they will deal anywhere from minimum to full damage to you regardless of how many enemies are around them. To note, I provided this information nearly a month ago, but am providing it once more. Numbers from my own testing:

Slaves
40,
Clan rats
20, 50
SSV
Fine
Monks
25, 50, 62
Fanatics
20, 40, 50
Marauders
Anywhere from 25-62
Ungor arrows
37, 12
Ungor spear
14, 37
Gor
Weapon swing attack
75, 30
Headbut
50, 30
Kick

Punch
50

Just by playing the game - this is a widespread issue, consistent issue.

Every single session, every map I play, usually multiple times per map.

Both are on Cataclysm 1 difficulty.
