Issue Description:
The Overwhelming Fire Blessing for Stubbers, +X% stacking Power on chain range hit… takes 11 hits to proc one stack, 22 for a second stack, etc. At least with the Gorgonum Mk IV, I don’t have it on the other Marks to test.

This makes the Blessing functionally useless as everything but Monsters, Ogryns and Mutants is dead before you get one stack. The description would lead one to believe any consecutive hits would add a stack of the Blessing.

Steps to Reproduce:
[Please add the steps that can help our QA department in reproducing the issue. For example:]

  1. Equip a Stubber with the Blessing.
  2. Shoot an Ogryn in Psykhanium until it procs (buff is visible).
  3. Count the shots fired.

I could post a SS of one stack and 79 rounds in the magazine but that seems rather pointless.
