Issue Description:
Overwhelming Fire blessing does not proc on chained ranged hit. It instead seems to proc as a percentage of magazine expended as chained hits. The blessing is incredibly weak (practically useless) if this is the intended design. Each stack gives a meager 2.5 percent power to a maximum stacks of 5, and 5 stacks requires you to expend 1/3 of your magazine. At any rate, the description is wrong and misleading, as it says receive stack on chained it, not receive stack on numerous chained hits.
Steps to Reproduce:
Equip Twin Linked Heavy Stubber with Overwhelming Fire and shoot a large and close enemy so no shots miss.
