Pinning Fire blessing stacking bug - Either that or poor wording

Staggering multiple enemies with a weapon with the Blessing Fire blessing does not add multiple stacks (might be intended).

Steps to Reproduce:

  1. Playing as veteran, equip a Bolter with the Pinning Fire blessing
  2. Go to the meat grinder and shoot to the ground in the middle of a group of enemies
  3. Staggering multiple enemies only adds 1 stack of the blessing, regardless of the number of enemies hit (might be intended)

If this is the intended behavior for the blessing, I suggest rewording how it works, as right now my immediate take on the blessing is “I stagger 3 enemies, I get 3 stacks”.
