Overlapping blessings

I’m currently refining a heavy stubber, and I noticed it got blessing I haven’t seen before, overwhelming fire. Seemingly, this blessing is identical, but worse, to blaze away. Anyone else stumbled across similar situations on other weapons? What is the intent here? To have the option to stack them? Is that ever worth?

Cuz to me it seems like an unnecessary layer of padding

Probably designed for being paired together, however I think there’s an equal or greater chance that they just didn’t fully think it through or test it ir anything else. Same idea with a lot of the other useless blessing, although at the very least while its worse than Blaze Away at least it has SOME use (looking at you, Rev it up).

They’re functionally different.

Overwhelming Fire: Builds up Power rating against one specific target on repeated hits.
Blaze Away: Builds up Power rating on your gun for non-stop firing, regardless of hits or target.

Overwhelming fire is clearly better against bosses and targets that live longer.
Blaze Away generally just makes you stronger as you keep autofiring.

Different functionality and probably not every weapon has both available.

So I get this, but both of these are tier 3, and it seems like blaze away just gives more damage, since its not target dependent. Both seem like they give 10% max, unless I’m reading wrong, but blaze away applies to all shots, while overwhelming fire only applies to one target. So to me, it seems like blaze away will give more damage in both scenarios.
