Homie, just because you wouldn’t be a douche, doesn’t mean that the problem doesn’t exist.
I have examples of people doing what I described, using the mod to provide the information. As mentioned earlier though, the solution is a simple one, where you only see your own level. Wouldn’t be that helpful for the OP, since it seems he very much wants to see other peoples levels. For fun, I guess?

One of my favorite moments since coming back to the game was joining a HI5SG at level 28. Copy pasting cus lazy:
Pre-emptively judging on an arbitrary number is stupid. I laughed at seeing a bunch of people leave a HI5SG when I was level 28 at the time who were blatantly people with said hundreds of hours. I stuck around in the lobby and we cleared it easily with the 3 new people. This is just one of many examples of this sort of thing. I’m sure my overall true level is fairly low per character because I flip between all 4 at this point a lot. Meanwhile in that match:
Last thing we need is more people dodging as part of the base game because of being elitist over a dumb number.
You cant blame the game features for people using them in a negative way, thats such backwards logic. Lets just remove gamechat and text chat from all games is that your genius solution?
Games with these features still have rude players it makes no difference, we shouldnt be wanting games to have less and less features to not even fix the issue.
Its the internet ppl will always be negative if youre so soft that letters on a screen cause you distress then you shouldn’t be online.
Anyone who cares enough to be toxic is already going to have the mods on so what difference does it make
Text chat and voice chat actually add additional functionality. Showing more levels does not. Bad comparison.
