I can agree with these being slightly out of place to an extent, seeing as they weren’t in any other WH40k games prior. They don’t bother me as much because they are optional voices, which can represent the player. Every Major character in the story shares more or less the same dialect, with the exception of Masozi.
None of these accents are in game.

honestly hallowette is acting exactly as she should, she is a rogue trader’s underling and her only job is to turn profit by operating outside imperial law, the reason she’s threatening morrow is she could probably kill him and see very little punishment as it’s not worth annoying the shipmistress, I don’t really like listening to her at all however and i really don’t get the people that do
masozi just sounds fine to me though, she’s in the air most of the time, which is somewhere she likes to be and doesn’t have to deal with 90% of the issues anyone else does, also we haven’t actually seen her in a situation where she’s in danger or the situation is out of her control so why shouldn’t she be upbeat
also lmao the guy who is desperately trying to explain why he inexplicably just doesn’t like masozi being a minority while using as many racist dogwhistles as he can and arguing it’s not racism but a lore issue, as though out of millions of worlds there would be not a single section of a hive city where people have non-british accents

This Morning a charackter from the “Vaults of Terra” book series came to my Mind.
The Death Cult Assassin speaks a very broken form of Gothic. Allthoug I’ve only read the books, and not listend to them, I guess she wouldn’t have your “established” British accent, but a “full blown” whatever, as it’s broken Gothik. Perhaps comparable to me learning spanish no, it would be broken and have a harsh German accent in it.
She comes from a backwater world, Gothik not being her mother’s tongue, so that fits all pretty well.
