There is no clash with a background customization. Gangers get recruited to the guard, so do zealots. Once you’re recruited into the guard you’re guard. You’re part of a regiment with a signature identity.
There is a difference between an Imperial Guardsman who WAS a ganger, and someone who IS a ganger right now. Whole lived experiences different!
This is such a dumb argument to make against the class.

”You are allies now! Go and work together!”

Honestly saying this is also kind of dumb no? why would a CURRENT ganger work with the arbities or the lex at all??? makes no sense. the whole point of the ex ganger was that you are reformed like you said. but if you are a current ganger you aren’t reformed??? that makes no sense dawg.
Bit picture is basically what arbites are all about, they maybe started as judges knock off, but in their current role they more of an army of tax collectors and keepers of general order within designated world.
Aside from that don’t forget whole battle for Tertium is under inquisition, they have final word, who is ally and who is not.
Same reason any human ever does anything in 40k because they’ll get executed otherwise.
