Havoc is effectively Auric Maelstrom wearing a moustache and glasses.
We’ve already got multiple modifiers in Maelstrom, the only thing Havoc does differently is scale stats beyond reason, and attaches a rank system to it, while simultaneously inheriting the same baggage as actual raids do. Specifically, with the lack of matchmaking and the requirements to actually get into a match. “Must have [specific meta setup here]”, “have already completed 40”, “Mic required”, etc. That baggage is only further amplified by the demotion system, and how the game discourages build variety and encourages Chorus Bubble. No FS, the answer is not nerfing them.
Those downsides could have been outright eliminated by simply updating the existing Maelstrom mode to have a wider variety of modifiers including the new ones instead of the somewhat cookie cutter implementation we currently have. Additionally, avoiding the creation of luck based penances based on teammate behaviour such as The Insane would also help. Beating a level without being downed is one thing, but you have no control over whether someone else realizes that pushing at a particular time is a death sentence. Challenges should challenge you, not be based on the behaviour of your teammates.
Havoc feels like the Dev’s wanted to add a raid but lacked the resources to do so. For the difficulty of the mode and the difficulty to even get into a match there’s really no reason to engage with it once you’ve completed the penances.
Let’s be real. By the time you’re completing Havoc 40 you will already be at a point in the game where you have a large surplus of resources and your gear is fully capped out. What use is a pile of upgrade materials when you have nothing to spend them on? Additionally, there’s much easier and more reliable modes to get those very same resources. Why suffer sitting in the Party Finder for multiple hours when you can play the game immediately?
Were Havoc to have actually been a raid the reward could’ve been a new 4th material which would be required in the creation of Red weapons of a higher power rating, or Red tier drops.
