Counterfire feat isn't working as intended or im misunderstanding something

So I have highlighted all them shooters scabs and dregs what not but… what about these guys? Sometimes the scan doesn’t pickup all enemies either even if they’re the same enemy like mentioned before.

I think they’re not coded as shooters then?
