Consecrating weapons shows an increase to 'modifiers' rating, but doesn't actually change when upgraded

Issue Description:
When in the consecrate menu, the upgrade preview (what the weapon will become) shows a change in rating in the stats section, to the right of the “Modifiers” header. When upgraded however, this rating doesn’t change at all.

In effect it appears like upgrading the weapon will also upgrade its stats, but this doesn’t seem to be the case.

Note: The modifiers rating shown suspiciously reflects the overall weapon rating upgrade range, so it might be that the base rating isn’t supposed to be upgraded and the bug is actually that the incorrect value is appearing in that box?

Steps to Reproduce:

  1. Go to the consecrate menu in the shrine of the omnissiah and select a weapon to upgrade.
  2. Observe that the modifiers rating shows a rating increase range.
  3. Confirm consecration of the weapon and observe that the modifiers rating on the upgraded weapon has not changed.

I also ran into this issue consecrating my thunder hammer said it would improve to 350-380 rating but staying 316

I’ve noticed this with all the weapons I’ve tested as well and that seems like a pretty big flaw in the upgrade system. I’m holding off upgrading anything else for now.

No bug here! Notice that the rating at the top has been correctly updated to the new value.

Consecrating a weapon will not improve its stats/bars, it will only give new perks/blessings, which can have different ratings. Notice that upgrading your force sword from green to blue gave you a blessing worth 25 points, hence the total rating increasing from 178 to 203.

You should probably adjust the consecration preview so it doesn’t look like it will improve the Modifiers and just have it say it will improve the overall Rating at the top. This makes it look like Consecration should improve the Modifiers.

Just for clarification then, Consecration should not increase Modifier stats.
The bug is that it suggests that modifier stats will go up by showing an increased range.
Is this correct?
