Premise: this is a mere speculation. I didn’t do a thourough study. I’m just reporting some anecdotical facts I noticed.
When I get back to the game after hours of hiatus my shop seems to have very low rating object.
After playing some missions and so after some refreshes, the rating seems to be greater than before, at least in average.
I’ve had the opposite. After each weekly reset (of contracts but I assume the entire game caps reset) I find 380s for the first 2-3 times the store refreshes. The last two days (Wednesday and Thursday) this week I’ve only seen ratings of 320-280.
Negative, in fact the average rating for my shop is roughly 330, and that’s with my own inventory having a number of items above 370 (base modifiers)…
I’m beginning to suspect that the game takes an average of what your own inventory is, though, as on my Zealot the shop average is around 330-340 (I’ve been hoarding equipment on ranging from some earlier stuff from when that ranked around 20-25); my Veteran on the other hand, the shop average seems slightly higher more often, and that character had the benefit of being brought up second and I got rid of stuff more judiciously.
I’d imagine it takes the average of your items into account and generates items based on that. i doubt it is even taking into account the lowest range of items that would have been acquired before you were even level 30.
also I think there might be some type of hidden gear unlock/perk/stat progression. not sure if its tied to development of the game itself and introduction of new things sort of time-gated, or if it has to do with your character itself. maybe even a combo of both.
i’m interested in seeing when psyker will see shotguns again.
would like to see slugs and buckshot
would like to see some dif weapon attachments other then torch/bayonette. grenade launcher could be cool. lazer for seeing a dot on your enemies could be REALLY cool, especially in the dark scenery. The flashlight is really cool and a great idea, but tends to not be needed very often… I am not sure if I have even used it since the “lights out” operations were in effect… which btw, were very fun, but also, very difficult. probably should have been a multiplier to our reward instead of a flat base reward similar to other challenges. doing a tier 4/5 with lights out is probably nearly the hardest thing we have seen in game this far.
high intensity tier 4/5 is funny too though. 100 zombies on screen at once.
I haven’t noticed it, but it wouldn’t be terribly surprising if it was.
It’s a similar idea to engagement-optimised matchmaking in games like CoD Warzone, where the player’s current mental attitude toward the game (ie, how likely they are to log out) is considered as a component of the matchmaker’s calculations. If it thinks they’re at risk of ending their session it’ll give them easier games to pump them up.
In this game, it could theoretically be artificially increasing the chances of finding good weapons in the store at the start of a session as a means of encouraging the player to play the session.
If that’s the case, the app that lets you check the store outside the game must have them pretty frustrated.

Edit: In reality the cause is probably the OP is upgrading his weapons throughout his session, so the store is stocking up with higher quality weapons to keep pace.
So far, the only thing that seems to affect item level in the store is that character’s current level. As soon as you hit 30, you can get the maximum rating. The base ratings themselves have a Gaussian distribution centered on around 330. So you have a bout an equal chance to see something in the 280s as the 370s but you are MUCH more likely to get something in either the 330s or 320s.
