There’s some mechanics built around threat level like with the veteran cloak you become less threatening after emerging with a talent. Why not have a silencer that will keep you less likely to be focused, I think it could be really cool to see that paired the ogryns and the ability to juggle attention on bosses.
One for the lore section. But… I imagine wh40k to be almost entirely without subtlety.
Also though, which guns are you going to put a silencer on? Not a revolver. Not a lasgun. Not Shotguns. Can’t imagine what it’d be relevant on?
And are we suggesting here it’s going to be quieter than a melee weapon?

And when there is subtlety, it’s wholly exaggerated. Aren’t the Assassinorium infamous for being ultra stealthy?
There are stealth weapons, Needle gun and such.
But stealth weapons really have no place in DT

I would put the silencer on my Rumbler, so that Heretics wouldn’t hear an explosion 
Wait, that also means that I too wouldn’t hear it, then I would put a loudener for big boom
