Specifically for the Skulls 23 event which had four helmets and a tattoo and maybe another item I think? Will they be returning sometime during this year’s skulls event?

Hopefully. But I doubt we will hear anything about that until GW makes an official announcement. They were tight lipped about it last year as well, which for once we can entirely push onto GW instead of FS.
