Vsync doesnt work at all

Turning on Vsync doesnt cap my framerate at 60 (my refresh rate).

Amd 6800xt (latest drivers - have tested older drivers too)
Amd 7600x CPU
32 gb ram
SSD
Windows 10 (fully up to date)

Steps to Reproduce (Required):

Enable Vsync in the settings.
Watch how framerate still goes well above 60 FPS

No, I don’t use mods

Constant (100%)

Just FYI, if you think V-Sync isn’t working, you can probably force it on externally in the AMD driver software (not recommended these days afaik) just to test it.
Many games also have a built-in FPS limiter these days, DT does in the same video options, 5 entries down from V-Sync :
