Veteran Counterfire Talent Bug

Issue Description:
There is a missing enemy type that is not being marked as a “priority target” when you activate your ultimate ability while having the Counterfire talent selected. It is the scab infantry with the beige Tshirt. Image will be attached with example

Steps to Reproduce:

1. Play Veteran (Sharpshooter)
2. Select the lvl 30 Talent ‘Counterfire’
3. Activate ‘Volley Fire’ ability
4. Be sad when the heretics remain untagged making it so you can’t blast their heads open with lasgun fire.

The devs consider the goons with the bandoliers to be more melee than ranged so they don’t count for counterfire. (Even though they spend most of their time shooting.)

This is really weird, considering that this enemy has the same behavior as all other shooters.

Scab shooters without the gas mask not being highlighted by Veteran's Counterfire is "not-a-bug"
