Unable to group up with friend on console from PC

I have been trying in vain for two hours now to group up with a friend who is playing on the Xbox Series X from Steam, and the invites just aren’t sending, only the declination comes up. When I try and join his, only then does the pop-up appear, but when he accepts, it declines on my end, and he can’t invite or join because on his in-game friends list, I am permanently offline.

We’ve noticed this occurs in cases when somebody’s Friends List on Xbox/Microsoft Store is quite large. Could that be the case for him?

Hello. I am having the exact same issue, along with several other of my xbox friends. None of them nor I, can connect to PC players via friend or invite system
