Unless they have a cartridge loaded with rockets, they should have a larger spread and do very few damage from the distance.

For what? Shotgunners are the most avoidable enemies in game. Low hp, low dmg, low rate of fire. It noncense that this opinion (to nerf shotgunners) even exist.
Darktide shotgun are much more like what they are in reality than CoD or other FPS game’s shotguns
