Texture streaming / Shader Cache not working (blurry textures). Patch v.1.10.0+

Adding pso_preload = false + dx12_async_pipeline = false to “user_settings.config” in AppData folder seems to solve problem.

As far as I understand it, this blocks shader-pre-aching.

EDIT → config changes don’t solve the problem permanently!
