Surge staff won't target drug tanks in warren mission

In the finale of the Warren mission you have to break a bunch of tanks containing the stim drug. This can be done with melee attacks or ranged attacks, however the surge staff charged lightning has trouble locking onto them. Normally the surge staff has a pretty long range but it will default to shooting the ground instead of the tank unless you are right next to it.

Steps to Reproduce (Required):

Try to zap a drug tank with the surge staff at its maximum range.
