With the announcement of the new update coming this March 25, is it likely that a local solo mode feature will be coming in the near future after years of asking?

Nope - I don’t beloieve in that anymore.
But I have the highest respect for anybody still reminding them of their promise - I personally am tired of the silence on this one and moved on to other hobbies.
