Skullcrusher blessings not working as intended

Issue Description (Required):

Skullcrusher only provides extra dmg during the stagger animation, does not linger for an additional 5s.

Steps to Reproduce (Required):

Hit the reaper on the head with heavy1 with a skullcrusher mk1 bully club.
Hit it again (4 stacks)
Hit it again (8 stacks)
Number stays the same.
Sad emoji face.

Yes, and I’ve tried disabling them

Actually, this is how it supposed to work. It is just a dead blessing now with increased ogryn stagger resist.
