Psyker is incredible mass damage for a short period.
Scums is insane damages that can last a lot of time if you are in Auric Histg (you need elite and specials, that’s why Auric Histg are easier with the current talents tree).
Translation: You immediately get 20% Toughness back with Quietude, you have a +20% Chance of dealing +30% Crit Damage with 15 Disrupt Destiny stacks (easy to maintain w/ Lingering Influence), you get +20% ability to face tank damage and you get an additional 37.5% Toughness back for just keeping Scrier’s up 15 seconds. Gunner and Reaper suppression also becomes a joke during Scrier’s.
Then there’s also the potential Peril related interactions with One With the Warp, Warp Rider, Pen of the Soul and Empathic Evasion.
Point is, Scrier’s isn’t just a damage buff, and with enough of those interactions going one use of Scrier’s Gaze is dramatically more worthwhile than a few Soulblaze stacks from a Venting Shriek. Also, ranged enemies can’t hurt teammates if they’re dead - so pop Scrier’s, get to it and teammates won’t need Telekine Sanctuary.
That’s all after the tree rework. Before that, scrier is pure trash. Besides, I don’t think scrier can live better because vent can offer more Warp kill and regain more toughness.
