The current implementation of AMD FSR v2.0 causes severe ghosting and “sparkle” on both of the AMD GPUs I have run this game on (RX 6600 and a Radeon Pro WX5100). FSR v2.2 solves these issues and improves this feature drastically. Please consider updating the game to support v2.2 as this will be a massive performance and visual quality improvement to your AMD customers.
There is also a newer version of FSR that addresses some issues.
Some dev teams working with AMD were able to address ghosting issues in their games as well, whether this can be solved with upgrading to 2.2.1 im not sure.
Also the documentation states that the ghosting can be caused by the “autoTcThreshold” setting being set to high.
