But on a more serious note, they did change the shops when Brunt’s Exchange was released where in the Armoury the average rating went up but became (practically) impossible to get T4 blessings and T3s appeared once in a blue moon, and Melk’s had average rating go up and (in theory T3/4).

It’s still balls that you can consecrate an orange and get T2 blessing at level 30.
