I am pretty sure that at least it used not to be able to.
It was mentioned in the patchnotes at some point, that the “increased cc on high peril” blessing was to get removed from the staff, because the aoe could not crit anyway.
To be fair, it does display crit damage in the weapon info, and shows that the critical damage is higher than the non critical damage.

I will change my initial statement from “can not crit” to “can not effectively crit”.
Like at least 95% I main Trauma on Psyker and have spent a lot of time in meat grinder trying to work out relevant breakpoints and optimisations. I’m very sure I’ve seen the AoE crit many times in that testing. I’m a bit less sure that the yellow numbers are actually doing more damage, though I do remember seeing it kill Damnation poxwalkers with crits while without warp charges which it otherwise can’t do without an infested damage perk.
The crits don’t really matter at all and are never something you should build for with trauma (I think true of most staves besides purge which applies double burn stacks on crit same as flamer). But yeah they do happen.
No carry potential, if your team died, and a psyker left with a lot of enemies, it’s over. No clutch potential.
If teammates died, but the last man is either zealot or vet VS a lot of enemies, there is a clutch potential.
Why?? Psyker has bad damage. All they have is dmg over time (slow) and cc. However, with a poop toughness ability + mobility, the class is basically poop. And your cc means poop when there is nobody else to help you kill stuff.
Vet & Zealot can pop ult to instantly regain toughness to at least try get out of bad situation. What about psyker? It doesn’t gain poop, no toughness no dmg reduction. Well, you can remove perill LMFAO (not even 100% peril). The ult only push small adds, and sometimes don’t even push them because the aoe area is so poop.
