This is a tired concept that needs to be retired from gaming. RNG burns me out faster than anything else in a game.

Then my buddy who just started playing again since patch upgraded a 2nd weapon from white 'cause he was bored and had lotsa mats after our run and gets this:

I started collecting stats after the latest patch, programmatically every hour. Out of 12,432 weapons from the regular shop across 4 level 30 characters, I’ve seen 29 T3 traits. So 99% CI the probability is somewhere between 0.14% and 0.37%.
Zero T4’s, so 99% CI the probability for a T4 is between 0 and 0.04%

But are you sure you were refreshing the right away? After all we know that you can brute force your way through any RNG in 10 tries.
