Opening Salvo blessing bug/inconsistency

By the patch on 23.3. this is still bugged

Issue Description:
Opening salvo blessing has very inconsistent time to refresh.
Lasgun MK 12 without ADS it refreshes considerably faster than when ADS is used.
Autoguns are opposite of this (tested with precise burst/single shot semi automatic variants) - while ADSing the refresh time is much faster than without ADSing

Steps to Reproduce:

  1. Go into meat grinder
  2. Equip a opening salvo weapon
  3. Set up a timer (not REALLY needed because you can sense the difference easily)
  4. Shoot ogryns for easy dmg calucations
  5. See the time difference needed between shots for opening salvo to refresh itself

But please dont take this the wrong way and set a 1+ second long timer for this blessing and turn it into another surgical strike (which also needs the timer for crit stacking and speed of acquiring stacks buffed drastically) :smiley:
