Issue Description:
Blessing: Opening Salvo does not work correctly on Kantrael MG XII Infantry Lasgun when using the scope. Opening Salvo takes about twice as long to refresh when using the scope (mouse 2), compared to no scope.

Steps to Reproduce:

  1. Apply Blessing: Opening Salvo to Kantrael MG Xii lasgun.
  2. Without using the scope Shoot, then wait for how long it takes for opening salvo to come off cooldown.
  3. When using the scope, Shoot, then wait for how long it takes for opening salvo to come off cooldown

Reproduction Rate:
Constant (100%)
