Issue Description:
As of Tools of War patch, Kinetic Barrage no longer increases burst charge speed

Steps to Reproduce:

  1. Activate Kinetic Barrage
  2. Activate class ability
  3. Begin charging ability to where it visibly shows 100%
  4. Attempt to activate it on an enemy
  5. See the charge level drop to 75% (at lowest, will be higher if was allowed to charge longer) and then shows as still charging
