Issue Description:
Sometimes (50%) when i activate kinetic barrage - i dont have speed boost to brainburst. More often when i try to BB after i use this talant, not so often on some of targets within the time limit of the buff. I find solve to this problem - just do BB on other target (but this move cost precious time of buff).

Take psyker - take kinetic barrage - play psyker - see the problem
