Brain Bursts cast speed increase is lost if you manually charge while doing lock on charge as well as manual charging not benefiting from the increased speed

Issue Description:

Steps to Reproduce:
Ulting while you have Kinetic Barrage active and manually charging will have the cast speed charge as if theres no speed boost. This will also override lock on charging and will empty the bar and keep it slowed for the rest of that one cast.

  1. Play Psyker with Kinetic Barrage
  2. Use your Ult
  3. Manual charging doesnt benefit from the increased speed
  4. If using lock on charge, the speed behaves as normal with the speed boost. If you click the manual charge, it will empty the bar to have it behave as though you were manually charging the entire time
