Getting staggered can eat Trueshot Volley's charge

Issue Description (Required):

During Trueshot Volley, there’s a window where the charge is consumed but the volley not yet fired in which you can be interrupted and consume the charge without actually firing any arrows, wasting it.

Steps to Reproduce (Required):

  1. Play Waystalker Kerillian.
  2. Get stuck in.
  3. Use Trueshot Volley.
  4. Get hit with juuuust the right timing.
  5. Nom.
