Toughness blocks melee damage on a percentage basis. 100% toughness? 100% melee damage reduction. 75% toughness, 75% damage reduction, 25% bleedthrough. The merits of such a system are up for debate.
They need to update the tutorial then because it tells you that you will not take health damage until your toughness is depleted.

I’m honestly a little shocked they didn’t update the tutorial for launch. That’s kinda fuel on the fire…
