Like either they have to develop tide vs tide code (Which they’ve not, Necro is tide vs AI, not against equally sized factions); or they have to gate the enemies from each other, basically making the work required for it not be used as much
While on the other hand, having a new faction be allied is much less complicated as they’re able to depend on the current factions, as well as on the current maps (at least those that are themed on Chaotic rituals).
i was thinking certain new maps with said theme and solely 20 or so NEW genestealer enemies.
aint that familiar with the faction but i guess there are several kinds of different units and mutation variants.

and yeah, just spitballing here, no real expectations of it coming to fruition.
though for that kinda effort i’d pay full price again, not only “dlc”
then again we’re in an age where simple cosmetics fetch more. last good kinda dlc we had with blue shift and opposing force back in the day.

FS already said that with the release of the Necromancer class in VT2 they added a system mechanic of inter-fighting factions with the skeletons. They teased that this would be a feature that would be used in the future
Still think that this doesn’t mean Tide vs Tide, and more having either allied factions to us (PDF), or having small factions that while enemy with us, will shoot the Dreg/Scabs first, like Gangers from the Water Cartel, who wouldn’t be a tide, and would be against us, but they would still defend themselves from the hordes.
