First time setup stops on .net framework

After downloading and the initial “install” completing after the download inside steam, when I click play the first time setup stops at "performing first time setup. Installing microsoft .NET framework (step 2 of 2). I have followed every suggestion on:

I have also tried installing .NET framework version 4.8 and the developer version of 4.8. Today I also tried reformatting my hard drive and reinstalling windows. the issue is the same (though the install went further before stopping). I am able to play any other game in my steam library as well as others outside of steam.

Hi @Jabberwockie,

Sorry to hear this.

The usual suggestion for this would be to check your .NET Framework installation, and repair it - though I can see that you’ve already tried this.

Another reason this may occur, is that Anti-Virus software may be tampering with the launcher binaries/dependencies. Can you please try disabling any Anti-Virus software and see if this allows the setup to complete and game to launch?
